Starting a new helicopter service
begins with applying for an AOC (Air Operator's Certificate) and Traffic Rights from the appropriate
regulatory authorities. Complying with relevant safety regulations and
quality standards, the process entails:
* aircraft selection and procurement
* pilot recruitment & training program
* establishing an aircraft maintenance organization

This is followed by the Route Development phase, during which
VFR (Visual Flight Rules) and IFR (Instrument Flight Rules) routes are
mapped out and guided through the approval process.
